David Summer represents numerous health care providers in various aspects of health care law. He routinely counsels institutional clients regarding day-to-day operations and regulatory matters.

Experience Highlights

Mr. Summer's representative health care experience includes:

• Counseling hospitals and other providers regarding a variety of legal issues including patient rights, employment and personnel matters, medical staff issues, confidentiality of medical records, risk management, malpractice, and general contract issues
• Counseling clients on regulatory compliance including Stark, Fraud and Abuse, EMTALA, and HIPAA
• Advising hospitals, nursing homes, home health agencies, physicians and other providers on issues regarding South Carolina certificate of need and licensure law and representing providers before the South Carolina Department of Health and Environmental Control and in contested cases
• Representing physicians during investigations and in proceedings before the State Board of Medical Examiners and in related matters with the Narcotic and Drug Control Division, South Carolina Department of Health and Environmental Control
• Representing health care providers regarding Medicaid and Medicare reimbursement and reimbursement from other third party payors
