Henry C. Campen Jr.


Henry Campen has been a successful advocate for companies regulated by state utility commissions for more than 25 years. He provides project development and permitting advice for renewable energy developers and market participants across a broad spectrum of technologies.

Henry helps developers of wind, solar, biomass and fuel cell projects successfully navigate complex federal, state and local regulations for electric generating plants. He has permitted over 3,000 megawatts of renewable energy-fueled electrical generation.

He leads Parker Poe’s multidisciplinary Energy practice that includes attorneys from all seven of the firm’s offices.

Henry previously served as the managing partner of the firm’s Raleigh office for 10 years. In addition, he served as a member of Parker Poe’s board of directors for nine years.

  • Negotiating economic development incentives for renewable energy clients
  • Successfully prosecuting requests for declaratory rulings from the state utilities commission regarding fuels eligible for REPS compliance and interpretations of the REPS statute
  • Securing land use and zoning approvals from local governing and planning boards to site energy facilities
  • Counseling clients regarding necessary zoning ordinance modifications to accommodate new facilities

Representative Matters

  • Permitted the first utility scale wind farm in the Southeast U.S.
  • Permitted the four largest solar photovoltaic (PV) facilities in the state (each 100 megawatts)
  • Obtained state utilities commission permit for a transmission line to serve a 300 megawatt wind farm
  • Permitted multiple large scale (greater than 50 megawatt) solar PV projects
  • Obtained local land use permits for multiple solar PV projects
  • Secured a state utilities commission order declaring directed biogas to be a renewable energy resource
  • Obtained a certificate of public convenience and necessity for a 10 megawatt fuel cell facility
  • Successfully prosecuted local land use permits for a 300 megawatt wind energy facility spanning two counties
  • Negotiated with consumer advocate for support of a complex request for declaratory ruling regarding a biomass facility
