Michael Kozlarek is a public finance attorney. He focuses his practice on project finance and economic development for state and local governments, as well as not-for-profit entities and corporations.

In addition to his practice at Parker Poe, where he serves as the Managing Partner of the Greenville office, Mr. Kozlarek taught Legal Drafting and Advanced Legal Writing for several years as an adjunct professor for the University of South Carolina School of Law. Mr. Kozlarek is a member and immediate past chair of the firm’s Professional Review Committee, and previously served as a member of the firm’s Professional Development Committee.

Prior to joining Parker Poe, Mr. Kozlarek served as a judicial law clerk to the Honorable William L. Howard, Sr. at the South Carolina Court of Appeals, an adjunct professor at Horry-Georgetown Technical College, a commercial intern to the United States Foreign Commercial Service and a law clerk to the South Carolina Senate Judiciary Committee.

Mr. Kozlarek was honorably discharged from six years of service in the South Carolina Army National Guard.

  • Assisting state and local governments and private entities in financing improvements and structuring borrowings
  • Assisting investment and financial institutions in underwriting, placing  and purchasing governmental (municipal) securities, including securities and tax aspects
  • Advising clients in all aspects of economic development, including the creation of multi-county industrial parks and negotiation of the fee-in-lieu of tax and special source incentives
  • Counseling clients on the utilization of tax increment finance and other special assessment and taxing districts to create sources of revenue for new infrastructure
  • Consulting with private investors concerning corporate and tax law
  • Representing companies in the negotiation of economic development incentives
  • Representing clients regarding the use of tax-exempt bond programs and the low-income housing tax credit programs to finance development
  • Assisting clients in state and local tax planning and controversies
